First you have to need a Google Account. It means Gmail account. If you have a gmail account then go to the web bar and write down www.blogger.com. Here You can see the 'Sin in' and there email and password bar are shown. Write down your gmail address in email bar and password in pass word bar. And click enter. Now you can see the Blogger home page. Click on 'New Blog' bar. Then you can see the blog list > create a new blog interface.
